Driving Licence in India 2026: Fees, Driving School Costs, and the Full RTO Process Explained

For a fresh driving licence in India in 2026, the government fees are small. The learner's licence stage costs about Rs 200 (Rs 50 test plus Rs 150 to issue it), the driving test is Rs 300, and the permanent driving licence itself is Rs 200. So the core driving licence fees in India for 2026 come to roughly Rs 700 to Rs 1,000 for one vehicle class. The big extra cost is the driving school, which is not compulsory for two-wheelers but adds the most to your bill.

These amounts come from Rule 32 of the Central Motor Vehicles Rules, so they are broadly the same across the country. A few states add a tiny local charge, but nobody at the RTO should ask you for more than this. If a permit or extra class is needed, an International Driving Permit costs Rs 1,000, and adding another vehicle class to an existing licence costs Rs 500.

The process is simple and mostly online. First, apply for the learner's licence on the Sarathi Parivahan portal (parivahan.gov.in). Upload your age proof, address proof, photo and signature, pay the fee, and take the short theory test of about 15 questions. With Aadhaar, many states now let you take this test from home. The learner's licence is valid for 6 months, and the digital copy reaches your DigiLocker soon after approval.

You must wait at least 30 days after getting the learner's licence before you book the driving test for the permanent licence. You take this test at the RTO track with your own or the school's vehicle. If you pass, the digital licence is valid right away on DigiLocker or mParivahan, and the smart card is posted to you, usually within about 2 to 3 weeks (it can vary by state).

Now the driving school cost. A basic car course of 10 to 15 lessons usually runs Rs 3,000 to Rs 7,000, and full packages in big cities can reach Rs 10,000 or more. Two-wheeler courses are cheaper, often Rs 2,000 to Rs 4,000. Automatic car training costs a little extra. A good school will also help with your RTO paperwork at no shady markup.

You do not need an agent. Agents add Rs 1,000 to Rs 3,000 for work you can do yourself in a few clicks. Pay only the official fees online, keep your own receipts, and book your own test slot.
